Should you upgrade to an iPhone 4S?

So now you can buy the new iPhone 4S with all its newfangled bells and whistles, but at the obvious extra cost. As Apple releases a "budget" 8GB iPhone 4 we have to wonder which iPhone is better for your bankable stuff.
